Wastewater treatment and community based sanitation overview
LIRE and BORDA signed an agreement in March 2008 to develop programs in the water supply and renewable energy sectors. Since June 2009 LIRE and BORDA are focusing on promoting the “Wastewater Treatment Systems for Community Based Sanitation and Small and Medium Enterprises” (DEWATS - CBS & SME).
Decentralised Wastewater Treatment Systems (DEWATS) is a technical approach rather than merely a technology package. DEWATS applications are based on the principle of low-maintenance since the most important parts of the system work without technical energy inputs and cannot be switched off intentionally. DEWATS applications provide state-of-the-art-technology at affordable prices because all of the materials used for construction are locally available.
- DEWATS applications provide treatment for both, domestic and industrial sources
- DEWATS applications provide treatment for organic wastewater flows from 1-1000 m3 per day
- DEWATS applications are reliable, long lasting and tolerant towards inflow fluctuation
- DEWATS applications do not need sophisticated maintenance
DEWATS applications are designed and dimensioned in such a way that treated water meets requirements stipulated in environmental laws and regulations.
DEWATS is an important component of the Community-Based Sanitation (CBS) framework whose objective is to improve sanitation conditions in areas with improper sanitation facilities. Project implementations depend on the active cooperation of communities, governments, NGOs, and the private sector. Implementation of smart and proven technical options are synthesized with capacity building measures and technical expertise to mainstream CBS as a viable technical option in areas, where neither individual on-site systems nor centralized sewerage systems can fulfil the need of stakeholders for basic sanitation.
CBS projects are based on a holistic and demand responsive approach. Instead of simply providing sanitation "hardware", CBS-projects aim to improve hygiene behaviour and sanitation infrastructure in a more integrated and sustainable manner. CBS projects generally focus on poor and densely populated areas and closely reflect preferences of the target communities.

BORDA-SEA expert conducts EDMS and QMS training for LIRE-DEWATS Team
The DEWATS team of the Lao Institute for Renewable Energy (LIRE) had the pleasure of receiving a two-day training on the Electronic Data Management System (EDMS) and Quality Management System (QMS) from a BORDA –SEA (Southeast Asia) expert.

School and Community Based Sanitation project kicks off in the Lao PDR
The second phase of the School Based Sanitation (SBS) and Community Based Sanitation (CBS) project, a joint-cooperation project between the Lao Institute for Renewable Energy (LIRE) and the Japan International Cooperation Agency (JICA), kicked off in July 2010.

First DEWATS System Officially Opened at Faculty of Engineering
The official inauguration of the first Decentralized Wastewater Treatment System (DEWATS) implemented in the Lao PDR took place on the 31st March 2010 at the staff dormitory of the Faculty of Engineering in Vientiane Capital. Various representatives from government departments and international organizations joined the celebration.
