School and Community Based Sanitation project kicks off in Laos

The second phase of the School Based Sanitation (SBS) and Community Based Sanitation (CBS) project, a joint-cooperation project between the Lao Institute for Renewable Energy (LIRE) and the Japan International Cooperation Agency (JICA), has kicked off in July 2010. This follows the successful completion of the project’s first phase from October 2009 to March 2010.

On July 1, 2010, LIRE and the JICA Study Team signed an Agreement in Vientiane, Lao PDR for further collaboration on the CBS and SBS projects.

On May 12, the Lao Institute of Renewable Energy (LIRE) provided a training session on pico-hydropower systems to Sunlabob staff at the Lao Institute of Renewable Energy (LIRE).

During the 2-hour training session, LIRE staff shared findings on their pico-hydropower systems research, and also touched on other pico related topics such as installation and maintenance methods and appropriate areas to install the pico-hydro turbines.

LIRE has also organised for a follow up training session to be held at a local village stream within the next two months. The aim of this session is to provide Sunlabob trainees with practical experience on site assessment and flow measurements. Sunlabob technicians will also be taught how to identify potential pico sites in the field.

In Nov 2008, LIRE partnered with ETC Energy and began a “Pico-hydropower Innovation and Capacity Building Programme”. Since then, the research institute has been very involved in all aspects of pico activities and even provided pico-hydropower training to technical advisors at provincial, district and village level.

 
Annual Report 2009 released

2009 was an exciting year for the Lao Institute for Renewable Energy. Similarly as LIRE did in the former years, the Institute was able to move in a bigger office, increase the staff capacity and engage in exciting partnerships and assignments which highlights the positive direction LIRE is experiencing.

The visibility and impact of LIRE’s activities has increased tremendously in 2009. LIRE provided free consultations to numerous study teams on mission and provided information and data to them in order to facilitate their work. The LIRE website welcomed over 5000 visitors per month, underlining LIRE’s role as a resource centre for renewable energy stakeholders with an interest in the Lao PDR. Another positive progress is that initial projects which were launched under enormous efforts but on s small scale are now in a more mature phase with reasonable impact and recognition.

This annual report presents a brief account of activities in 2009. For a real understanding of LIRE’s contribution to the renewable energy sector in Laos, we hope you’ll find your way to our office in 2010!

 
First DEWATS System Officially Opened at Faculty of Engineering

The official inauguration of the first Decentralized Wastewater Treatment System (DEWATS) implemented in the Lao PDR took place on the 31st March 2010 at the staff dormitory of the Faculty of Engineering in Vientiane Capital. Various representatives from government departments and international organizations joined the celebration.

The opening ceremony was organized in close cooperation between the dormitory residents and LIRE.
After the opening speeches from the project stakeholders the DEWATS ownership was handed over to the representative of the community. The opening ceremony provided interested participants the opportunity to discuss waste water issues in the Lao PDR, the solutions proposed by LIRE, and also to meet and exchange with LIRE-DEWATS experts. Database on Renewable Energy projects in Lao PDR released!

The Renewable Energy Activity Database (READ) is now online available and can be found in LIRE's download section. The creation of the database was part of assignment “Bioenergy and Renewable Energy for Rural Development and Poverty Reduction”, a joint initiative by SNV and FAO in the Mekong region. LIRE was the local partner organization for the Lao component of the project, and LIRE representatives also participated in the follow-up workshops in Vietnam and Cambodia.

The database provides a snapshot of renewable energy projects in Lao PDR, and includes any small-scale renewable energy projects where the primary application is to meet local/domestic energy demand. It identifies key players and programs originating from both the private and public sectors. The READ is intended as a tool for decision makers, implementers and donors in order to help avoid duplication, whilst fostering greater integration of the sector. The database was compiled in October 2009, at which time 73 renewable energy projects were identified as either ongoing or under development.

The data was provided directly by the projects themselves, and the assignment did not allow for independent verification of these. Similarly, LIRE cannot guarantee the database includes an exhaustive list of projects. However, we will strive to update and maintain the file on a regular basis, as new projects and more accurate data become available.

Shared Pico Hydropower Demonstration Project in Angsang Village Officially Opened

The Lao Institute for Renewable Energy (LIRE) completed the commissioning of an innovative shared pico-hydropower system with an official opening ceremony, held on the 10th February 2010 in Angsang village, Huaphanh Province with the participation of various representatives from government departments and offices at provincial and district levels. These include Provincial Department of Energy and Mines, District Administration Office, District Energy and Mine Office, District Lao Women Union and local authorities. The demonstration site was co-financed by the Embassy of the Federal Republic of Germany, Vientiane and the Bremen Overseas Research and Development Association (BORDA) as well as material, labour and financial contributions from Angsang village. The implementation was accomplished by a group of companies and organisations, namely by LIRE, Institute for Hydropower Research (IHR) Vietnam and the Lao private company Sunlabob Renewable Energy Ltd. All activities were executed within a close exchange and communication with the villagers, the Provincial Department of Energy and Mines (PDEM), and local authorities in Viengxay District.

LIRE is installing the first DEWATS in Lao PDR

LIRE is implementing the first Decentralized Waste Water Treatment System (DEWATS) in Laos. DEWATS are efficient components to treat wastewater but also generate biogas as a by-product. Construction began on the 15th December, 2009 close to the dormitory compound at the Faculty of Engineering (FoE) in Vientiane Capital. The project is funded by the Finnish Turku School of Economics through its ICI Project, and by LIRE. Dormitory residents also contribute 10% of total costs through active participation in the project.

The Faculty of Engineering was built in 1984 and has since been providing its 6000 students with engineering-study facilities. Students come from different provinces throughout Laos, and thus the FoE provides dormitories close to campus. The existing septic tank for the dormitories is not suitable to the needs of the school due to its small dimensions and improper pipeline settings. Bad odours often result since rainwater and the septic tank’s outlet have joined intersections. The DEWATS is being built as a result of discussions amongst residents, lecturers and LIRE to improve environmental and hygiene conditions around the dormitory buildings. The system has the capacity to treat 10m³ of wastewater per day which is sufficient to significantly reduce pollution of water and soil by the wastewater effluent. Construction is expected to be completed by the end of January 2010 and utilized as on-the-job training for two LIRE engineers.

 
LIRE signed information exchange agreement with CVP

On 25th November 2009, LIRE and Codev Viet Phap (CVP) signed a memorandum of agreement to exchange information related to pico hydropower projects. CVP is a French NGO established in Vietnam since 1985 that has conducted off-grid rural electrification projects in remote villages in Vietnam, using micro-hydro power (3-15 kW) and pico-hydro power (200-1000 W) systems. In recognition of potential synergies with LIRE's pico-hydro power innovation and capacity building programme based in Xiengkuang province, the two parties agreed to enhance their knowledge through the exchange of information on off-grid rural electrification technology and pico-hydro power systems, including generation and distribution, and also management and operation models to improve the utility of these systems for rural communities.
 
LIRE, Lao Red Cross and Sunlabob partnered for hygiene training in Ban Sor

In cooperation with the Lao Red Cross and Sunlabob, LIRE organized hygiene training in Ban Sor / Vientiane Province on 17th November 2009. Over one hundred villagers joined the half-day information event, during which topics such as proper hand-washing, defecation and sanitation, and health risks of contaminated drinking water were discussed. Thanks to an interactive training approach, the villagers soon lost their reserve and participated in group activities and demonstrations. The relaxed atmosphere made for a successful workshop.

 Throughout the two-day field trip, LIRE and Sunlabob also conducted a survey on the villagers’ water use, hygiene habits and sanitation issues . Questionnaires were handed out during a group survey, and face-to-face interviews were conducted. This survey was the second of its kind and the results will be compared to those of the first survey which was carried out last year during the course of the installation of a solar-powered water purification system.

A second Health Impact Assessment will take place in order to ascertain whether the training was successful in establishing sustainable behavior changes on hygiene issues in the village.

LIRE presented Interim Biofuel Assessment Report for the DoE

On Thursday 12th, LIRE presented the interim report on biofuels in the Lao PDR at the Ministry of Energy and Mines (MEM). In a full-day workshop an overview of the interim status has been given and current findings on biofuel potential have been presented. Besides government officials from the Department of Energy (DoE), various public and private stakeholders took part in the workshop to share their points of view and contribute during the group discussion. All together, approximately 50 participants appreciated the information exchange and the plural discussion.
The Ministry of Public Works and Transport, Koalo, the Plantation Department and the National Land Management Authority contributed with presentations on fuel distribution, private efforts and limitations in biofuel production, agriculture and land use in the Lao PDR.
In order to develop a biofuel policy for the Lao PDR the GoL assigned LIRE to provide an assessment study to analyze impacts of an increased biofuel production and give recommendations for a sustainable biofuel policy.

Policy Brief on Jatropha released

LIRE is happy to announce the publication of the Policy Brief on Jatropha which was developed by LIRE with support from the Lao Extension for Agriculture Project (LEAP).
The aim of this policy brief is to give a brief summary about current Jatropha development, in particular as it relates to the situation in Lao PDR. For this study, LIRE also carried out a dedicated field survey in Vientiane Province, to ensure the most up to date information could be including regarding the situation for smallholder farmers. Since Jatropha is under consideration for use in various business models, the study team will present three scenarios in which Jatropha can be utilized including:
  • Jatropha as a cash crop
  • Jatropha as a feedstock for biodiesel consumption
  • Jatropha for rural electrification

The main advantages and disadvantages of each scenario will be reviewed, and expected requirements and timelines for adoption and market development shall be presented. In the last section of the policy brief of Jatropha, LIRE will outline some opportunities for the adoption and development of Jatropha in Lao PDR, before the policy brief ends with some conclusions.

KICK-OFF-Workshop for Decentralized Waste Water Treatment Solutions (DEWATS) organized by LIRE

The Lao Institute for Renewable Energy is pleased to announce an upcoming workshop in Vientiane about waste water treatment technology developed by LIRE-partner, the German Bremen Overseas Research and Development Association (BORDA). The focus of the workshop is to introduce Community Based Sanitation (CBS) for urban areas. The DEWATS-CBS-technology is a medium scale treatment system with positive impacts to socio-economic, health and environmental aspects.

We invite all interested organisations, to participate at the workshop. This half-day workshop will be held on the 16th of June from 8.30 to 12am at the International Cooperation and Training Centre (ICTC) at KM 5 Road 13 South (opposite of Angkham Hotel). Successful LIRE pico-hydropower programme gets follow-up

LIRE's Hydropower programme

LIRE is happy to announce that the first phase of its pico-hydropower programme has been finished successfully. In addition, our Dutch partner organisation ETC has already approved a second phase of this ‘Pico-hydropower Innovation and Capacity Building Programme’ for the next 18 months (running until November 2010). The main goal of the programme is to improve the use, quality and safety of pico-hydropower turbines in the Lao PDR. In order to do so, the project targets all actors in the supply chain of this low-cost electricity generator: traders, shopkeepers, end-users and government staff. A participatory approach was developed to assess the needs and start activities to build the capacity of the various stakeholders in the supply chain. The recently approved second phase of the programme will provide resources to implement these activities in at least three provinces in the North of the country.

For LIRE itself, the pico-hydropower programme marks an important step, because it enables LIRE to employ high profile local staff and longer term funding. Moreover, the programme fits well within LIRE’s mandate and should culminate in the development of an integrated pico- and micro-hydropower programme during the course of this year. Besides ETC, various other organisations have shown interest in participating in this important effort to support such a programme on appropriate hydropower for people in off-grid areas in the Lao PDR.

LIRE Annual Report released!

The year 2008 was a turbulent and exciting year for the Lao Institute for Renewable Energy. Last year marked a real breakthrough in all aspects of our work: we moved to a bigger office, almost doubled our staff and engaged in many new partnerships and projects. The Annual Report will give you a glimpse of the major events that constituted all these important developments. Naturally, it cannot nearly cover all activities and the hard work of our staff and partners that made all this possible.
