LIRE study on fossil fuel consumption published!

The study: "Survey on Fossil Fuel Consumption for Energy Efficiency Conservation to Promote the New Technology of Biofuel in Lao PDR" is now available for downloading in the filecenter of our homepage.
LIRE has been assigned by the New Energy and Industrial Technology Development Organization (NEDO) of Japan, representative office Bangkok to conduct this study.
For the survey, several interviews were conducted with different organizations, governmental institutes and departments as well as other agencies.
LIRE held a final workshop in the Department of Electricity to discuss and improve the study.

There are currently several developments worldwide that focus on the implementation of policies and strategies to sustain the promotion of energy use efficiency and biofuels alternatives. On the international scene, the United Nations (UN), the World Bank (WB) and the Asian Development Bank (ADB) have draft guidelines for bio-fuels strategies development. The United States of America (USA) and the European Union (EU) have set target policies for the development of biofuels. Twelve African Nations have formed the Pan-African Non Petroleum Producers Association in 2006.

In Lao PDR, the Government of Lao PDR (GoL)’s Ministry of Energy and Mines (MEM) has just initiated to draft a strategy document on the development of biofuel and a policy document on fuel saving and promotion of biofuel production. To support these recent developments, it was found useful to provide a brief overview of existing policies and laws but also studies that are of relevance for this topic.

The present document intends to first stimulate an exchange of knowledge within the key stakeholders involved in this field (the workshop participants) and to secondly suggest strategic orientations that would assure the viability of such policy.
