Database on Renewable Energy projects in Lao PDR released!

The Renewable Energy Activity Database (READ) is now online available and can be found in LIRE's download section. The creation of the database was part of assignment “Bioenergy and Renewable Energy for Rural Development and Poverty Reduction”, a joint initiative by SNV and FAO in the Mekong region. LIRE was the local partner organization for the Lao component of the project, and LIRE representatives also participated in the follow-up workshops in Vietnam and Cambodia.

The database provides a snapshot of renewable energy projects in Lao PDR, and includes any small-scale renewable energy projects where the primary application is to meet local/domestic energy demand. It identifies key players and programs originating from both the private and public sectors. The READ is intended as a tool for decision makers, implementers and donors in order to help avoid duplication, whilst fostering greater integration of the sector. The database was compiled in October 2009, at which time 73 renewable energy projects were identified as either ongoing or under development.

The data was provided directly by the projects themselves, and the assignment did not allow for independent verification of these. Similarly, LIRE cannot guarantee the database includes an exhaustive list of projects. However, we will strive to update and maintain the file on a regular basis, as new projects and more accurate data become available.

Shared Pico Hydropower Demonstration Project in Angsang Village Officially Opened

Opening ceremony witnessed by LIRE, PDEM, Chief of Angsang Village and Local authorities

The Lao Institute for Renewable Energy (LIRE) completed the commissioning of an innovative shared pico-hydropower system with an official opening ceremony, held on the 10th February 2010 in Angsang village, Huaphanh Province with the participation of various representatives from government departments and offices at provincial and district levels. These include Provincial Department of Energy and Mines, District Administration Office, District Energy and Mine Office, District Lao Women Union and local authorities. The demonstration site was co-financed by the Embassy of the Federal Republic of Germany, Vientiane and the Bremen Overseas Research and Development Association (BORDA) as well as material, labour and financial contributions from Angsang village. The implementation was accomplished by a group of companies and organisations, namely by LIRE, Institute for Hydropower Research (IHR) Vietnam and the Lao private company Sunlabob Renewable Energy Ltd. All activities were executed within a close exchange and communication with the villagers, the Provincial Department of Energy and Mines (PDEM), and local authorities in Viengxay District.

LIRE is installing the first DEWATS in Lao PDR

LIRE is implementing the first Decentralized Waste Water Treatment System (DEWATS) in Laos. DEWATS are efficient components to treat wastewater but also generate biogas as a by-product. Construction began on the 15th December, 2009 close to the dormitory compound at the Faculty of Engineering (FoE) in Vientiane Capital. The project is funded by the Finnish Turku School of Economics through its ICI Project, and by LIRE. Dormitory residents also contribute 10% of total costs through active participation in the project.

The Faculty of Engineering was built in 1984 and has since been providing its 6000 students with engineering-study facilities. Students come from different provinces throughout Laos, and thus the FoE provides dormitories close to campus. The existing septic tank for the dormitories is not suitable to the needs of the school due to its small dimensions and improper pipeline settings. Bad odours often result since rainwater and the septic tank’s outlet have joined intersections. The DEWATS is being built as a result of discussions amongst residents, lecturers and LIRE to improve environmental and hygiene conditions around the dormitory buildings. The system has the capacity to treat 10m³ of wastewater per day which is sufficient to significantly reduce pollution of water and soil by the wastewater effluent. Construction is expected to be completed by the end of January 2010 and utilized as on-the-job training for two LIRE engineers.

 
LIRE signed information exchange agreement with CVP

On 25th November 2009, LIRE and Codev Viet Phap (CVP) signed a memorandum of agreement to exchange information related to pico hydropower projects. CVP is a French NGO established in Vietnam since 1985 that has conducted off-grid rural electrification projects in remote villages in Vietnam, using micro-hydro power (3-15 kW) and pico-hydro power (200-1000 W) systems. In recognition of potential synergies with LIRE's pico-hydro power innovation and capacity building programme based in Xiengkuang province, the two parties agreed to enhance their knowledge through the exchange of information on off-grid rural electrification technology and pico-hydro power systems, including generation and distribution, and also management and operation models to improve the utility of these systems for rural communities.
 
LIRE, Lao Red Cross and Sunlabob partnered for hygiene training in Ban Sor

In cooperation with the Lao Red Cross and Sunlabob, LIRE organized hygiene training in Ban Sor / Vientiane Province on 17th November 2009. Over one hundred villagers joined the half-day information event, during which topics such as proper hand-washing, defecation and sanitation, and health risks of contaminated drinking water were discussed. Thanks to an interactive training approach, the villagers soon lost their reserve and participated in group activities and demonstrations. The relaxed atmosphere made for a successful workshop.

 Throughout the two-day field trip, LIRE and Sunlabob also conducted a survey on the villagers’ water use, hygiene habits and sanitation issues . Questionnaires were handed out during a group survey, and face-to-face interviews were conducted. This survey was the second of its kind and the results will be compared to those of the first survey which was carried out last year during the course of the installation of a solar-powered water purification system.

A second Health Impact Assessment will take place in order to ascertain whether the training was successful in establishing sustainable behavior changes on hygiene issues in the village.

LIRE presented Interim Biofuel Assessment Report for the DoE

On Thursday 12th, LIRE presented the interim report on biofuels in the Lao PDR at the Ministry of Energy and Mines (MEM). In a full-day workshop an overview of the interim status has been given and current findings on biofuel potential have been presented. Besides government officials from the Department of Energy (DoE), various public and private stakeholders took part in the workshop to share their points of view and contribute during the group discussion. All together, approximately 50 participants appreciated the information exchange and the plural discussion.
The Ministry of Public Works and Transport, Koalo, the Plantation Department and the National Land Management Authority contributed with presentations on fuel distribution, private efforts and limitations in biofuel production, agriculture and land use in the Lao PDR.
In order to develop a biofuel policy for the Lao PDR the GoL assigned LIRE to provide an assessment study to analyze impacts of an increased biofuel production and give recommendations for a sustainable biofuel policy.

Policy Brief on Jatropha released

LIRE is happy to announce the publication of the Policy Brief on Jatropha which was developed by LIRE with support from the Lao Extension for Agriculture Project (LEAP).
The aim of this policy brief is to give a brief summary about current Jatropha development, in particular as it relates to the situation in Lao PDR. For this study, LIRE also carried out a dedicated field survey in Vientiane Province, to ensure the most up to date information could be including regarding the situation for smallholder farmers. Since Jatropha is under consideration for use in various business models, the study team will present three scenarios in which Jatropha can be utilized including:
  • Jatropha as a cash crop
  • Jatropha as a feedstock for biodiesel consumption
  • Jatropha for rural electrification

The main advantages and disadvantages of each scenario will be reviewed, and expected requirements and timelines for adoption and market development shall be presented. In the last section of the policy brief of Jatropha, LIRE will outline some opportunities for the adoption and development of Jatropha in Lao PDR, before the policy brief ends with some conclusions.

KICK-OFF-Workshop for Decentralized Waste Water Treatment Solutions (DEWATS) organized by LIRE

The Lao Institute for Renewable Energy is pleased to announce an upcoming workshop in Vientiane about waste water treatment technology developed by LIRE-partner, the German Bremen Overseas Research and Development Association (BORDA). The focus of the workshop is to introduce Community Based Sanitation (CBS) for urban areas. The DEWATS-CBS-technology is a medium scale treatment system with positive impacts to socio-economic, health and environmental aspects.

We invite all interested organisations, to participate at the workshop. This half-day workshop will be held on the 16th of June from 8.30 to 12am at the International Cooperation and Training Centre (ICTC) at KM 5 Road 13 South (opposite of Angkham Hotel). Successful LIRE pico-hydropower programme gets follow-up

LIRE's Hydropower programme

LIRE is happy to announce that the first phase of its pico-hydropower programme has been finished successfully. In addition, our Dutch partner organisation ETC has already approved a second phase of this ‘Pico-hydropower Innovation and Capacity Building Programme’ for the next 18 months (running until November 2010). The main goal of the programme is to improve the use, quality and safety of pico-hydropower turbines in the Lao PDR. In order to do so, the project targets all actors in the supply chain of this low-cost electricity generator: traders, shopkeepers, end-users and government staff. A participatory approach was developed to assess the needs and start activities to build the capacity of the various stakeholders in the supply chain. The recently approved second phase of the programme will provide resources to implement these activities in at least three provinces in the North of the country.

For LIRE itself, the pico-hydropower programme marks an important step, because it enables LIRE to employ high profile local staff and longer term funding. Moreover, the programme fits well within LIRE’s mandate and should culminate in the development of an integrated pico- and micro-hydropower programme during the course of this year. Besides ETC, various other organisations have shown interest in participating in this important effort to support such a programme on appropriate hydropower for people in off-grid areas in the Lao PDR.

The year 2008 was a turbulent and exciting year for the Lao Institute for Renewable Energy. Last year marked a real breakthrough in all aspects of our work: we moved to a bigger office, almost doubled our staff and engaged in many new partnerships and projects. The Annual Report will give you a glimpse of the major events that constituted all these important developments. Naturally, it cannot nearly cover all activities and the hard work of our staff and partners that made all this possible. For a real understanding of LIRE’s contribution to the renewable energy sector in the Lao PDR, we hope you’ll find your way to our new office this year!

The LIRE office
LIRE is very proud to announce that we have moved to a new office last week at Sokpaluang Road, close to the German embassy. This reflects the hard work and the progress the organization made over the past few years. We needed more space to house all our employees and to be able to optimally carry out our research/projects.
Being a platform for knowledge and services on renewable energies in the Lao context, our office is still always open for queries, information and cooperation from all public and private organizations, so don’t hesitate to call or pass by. Check the contact page for the map to our new office!

New field reports on biomass gasification published!

As a follow-up on the previous report on biomass gasification in the Lao PDR, LIRE carried out two field studies to get more detailed field data on the feasibility of biomass gasification.
In the first report, rice mills were approached in Khammouane and Bolikamxay province to determine the viability of using rice husk as feedstock for an industrial sized biomass gasifier for local electricity needs. The study revealed that only one large mill already connected to the national grid could provide enough rice husks to supply a 200kW gasifier, and off-grid mills are typically much smaller. The conclusion from this field report is that alternative feedstock should be considered in a subsequent study, such as fast-growing trees or gasification in combination with biomass processing facilities (e.g. bamboo).
The second report is a field study in Lairthong and Nyotphaire villages, Phoukoud district, Xiengkouang province, to assess the current and future electricity supply and demand and the potential for other energy sources, such as biomass. The villages shows an increasing electricity demand, which is inadequately met at present by inconsistent power supply from pico-hydro, and people there are willing to pay for additional electricity in any terms such as cash, kind (land for plantation) and human resource (work labour). As such, there is an opportunity for a hybrid village grid powered with hydropower as well as other energy sources, including biomass.
The results of these two field studies strengthen LIRE’s lobby for increased public-private efforts to work on decentralized rural electrification models that benefit the poor people in off-grid areas in the Lao PDR. The reports are available in the download section.
 
LIRE and BORDA are now partners

On the 16th of May, the Lao Institute for Renewable Energy and the Bremen Overseas Research and Development Association (BORDA) signed a cooperation agreement in the town of Yogyakarta in Indonesia. The two organizations have agreed to cooperate on two pilot projects aimed at determining the potential for two renewable energy technologies application in the Lao PDR. LIRE has thus entered BORDA’s Basic Needs Services network and is now implementing two research projects, namely Decentralized Water Supply (DEWASS) and Decentralized Renewable Energy Supply (DERES). The objective of DEWASS is to determine the potential for the implementation of a solar powered water purification system capable of producing clean drinking water in rural areas of the Lao PDR without access to electricity. DERES aims at establishing a concept demonstration to improve pico-hydro turbine efficiency in Lao villages and to provide a framework for efficient and safe use of this popular renewable energy technology. Jatropha Program progresses

In the past month LIRE has been working extensively on its Jatropha programme, focussing on the following activities:
  • Establishment of test fields for the breeding programme and first screenings;
  • New experiments on:
    • plant density
    • propagation techniques
    • intercropping
    • pruning
  • Monitoring plants at LIRE’s test field;
  • A visit to plantations in the southern part of Lao PDR;
  • Preparing a presentation at the Narossa Conference in Magdeburg, Germany.

LIRE study on fossil fuel consumption published!

The study: "Survey on Fossil Fuel Consumption for Energy Efficiency Conservation to Promote the New Technology of Biofuel in Lao PDR" is now available for downloading in the filecenter of our homepage.
LIRE has been assigned by the New Energy and Industrial Technology Development Organization (NEDO) of Japan, representative office Bangkok to conduct this study.
For the survey, several interviews were conducted with different organizations, governmental institutes and departments as well as other agencies.
LIRE held a final workshop in the Department of Electricity to discuss and improve the study.

First steps in the new BORDA-LIRE partnership

As part of a new project promoting decentralized safe drinking water production and marketing in remote mountain villages of Laos, LIRE is welcoming a visit from BORDA (Bremen Overseas Research and Development Agency) in order to conduct a health impact assessment (HIA) study.
LIRE and BORDA have recently initiated a cooperation programme aimed at enhancing sustainable management of natural resources in the Lao PDR. This programme will include water purification through solar-powered filtering systems as well as improving existing pico-hydro electricity-generating systems (0.1-5 kW) in villages and will be carried out over the next three years.
This week, a Health and Hygiene expert from BORDA was invited to create a HIA questionnaire for villagers in order to assess health and hygiene conditions in two villages. This study will serve as a reference to monitor the project’s results during and after implementation.
 
LIRE biomass gasification feasibility study published!

The study: “Biomass gasification in Lao PDR: A feasibility study on biomass gasification at potential sites in Bokeo and Xiengkouang province” is now available for downloading at our homepage. The report is financed by Phitrust Partenaires and supported by ETC Energy.

In short, the report shows that there is plenty of potential for developing biomass gasification (not to be confused with biogas or biomass digestion) in Lao PDR and that there are several different types of sites where the technology could be implemented. At some of the sites, it is possible to run a gasifier on a completely commercial basis, whereas at other sites, villages for example, gasification systems will need to be developed in cooperation with public/donor organizations. Three specific sites have been analyzed in detail and all of them offer possibilities for a demonstration project.
LIRE is currently discussing with interested parties to set-up demonstration projects and will definitely follow-up on this line of research in the future. Read more at our project site.
